Stockton residents anger over petrol station plan

Residents have slammed a consultation process after a petrol station was given planning permission to be built on their estate’s only access road.

The proposals for a new petrol station at the Sainsbury’s supermarket on Bishopton Road West and Barlborough Avenue in Stockton were approved by Stockton Council with conditions in June this year.

But many residents on the Whitehouse Farm estate, which can only be accessed by Barlborough Avenue, say that they had no idea of the plans until Sainsbury’s made a second application to extend the petrol station’s opening hours.

Mum-of-two Suzanne McKnight, 44, is furious that the council failed to consult with all the residents on the Whitehouse Farm estate and has started collecting signatures for a petition against the building of the petrol station.

She said: “The planning department didn’t advise everyone in the Whitehouse Farm estate about these plans. They only consulted the elderly people who live in the bungalows in Barlborough Avenue.

“But this will affect everyone who lives on the estate. It will cause congestion because there’s only one exit in and out of this estate and it is busy enough. The petrol station is a ridiculous idea. In my opinion, their guidelines were not carried out thoroughly at all.

“Everyone in Whitehouse farm estate is angry about the petrol station and they don’t want it.

“At the moment my neighbour and myself have been collecting signatures on a petition against the petrol station, we have just over 150 against the petrol station being built. I will continue to collect more signatures.”

Angus Race, a resident of Whitehouse Farm, Bishopton Road West, agreed.

He said: “About 97% of residents are opposed to this development on the grounds of increased traffic at an already very busy junction.

“Numerous school and college pupils cross at this point, health visitors ambulances and other emergency services will have great difficulty accessing and exiting the estate.

“I and many others predict grid lock on numerous occasions, and fear there will be possible fatalities in the future.”

A Stockton Council spokesman said: “Consultation on both of these applications has been carried out in line with local planning guidance and has included site notices, letters to residents in the immediate vicinity and details being made available online.

“The recent application to vary the opening hours is currently being assessed and all comments received through the consultation will be taken into account before any decision is made.”

A Sainsbury’s spokesperson said: “After applying for permission, a consultation process was undertaken, and as part of this process local residents were written to.

“Following Stockton Council’s decision to approve the petrol station plans in July 2014, Sainsbury’s decided to submit a further application to vary the petrol station’s opening hours.

“Before this application was submitted, Sainsbury’s wrote to over 300 of the closest residents to let them know about our plans.

“We are delighted that earlier this year Stockton Council’s planning committee voted to approve our plans. We are confident that our current application to vary the petrol station’s opening hours will provide a real boost for the local area, increasing choice, competition and providing a convenient place for local residents to buy their fuel.”

The proposed opening times for the petrol station would see it open from 6am until 11pm Monday to Saturday, and 8am until 8pm on Sunday.

Cornerstone Business Solutions to develop IT technology infrastructure for TTE

The TTE Technical Training Group has engaged Teesside-based Cornerstone Business Solutions to develop its IT technology infrastructure.

Cornerstone will manage the international technical training provider’s IT systems, which includes technology utilised in the skills development of apprentices and international technicians who visit TTE’s training centre in Middlesbrough.

Libyan renegade general announces readiness to cooperate with Israel

General Khalifa Haftar

Libyan renegade general Khalifa Haftar, who leads the Libyan militias fighting against Islamists in eastern Libya, has said he does not mind “cooperating with Israel and receiving various forms of support from it”.

General Haftar initially fought on the side of Muammar Gaddafi, before turning against him to fight with Islamist groups in 2011. He recently re-emerged as the leader of a military campaign to eradicate Islamist factions in the country.

The editor in chief of Egypt’s Al-Mesryoon newspaper, Gamal Sultan, quoted a statement made by Haftar during an interview with the Italian newspaper Corriere della Sera on Sunday, in which he expressed his willingness to receive support from Israel.

Sultan tweeted Haftar’s response to a question about his willingness to receive Israeli support: “Why not? The enemy of my enemy is my friend” (the latter being a reference to Islamists militias).

Libya rebels accuse Haftar of being part of a conspiracy against the Libyan revolution and the Libyan people that involves Egypt, the UAE and other countries.

Western and Arab countries support Haftar to eliminate Libya rebels despite a decision by the country’s Constitutional Court which ordered dissolving Tobruk Parliament which supports Hafter and his troops and provides them with legal cover in their military operations against the rebels.

Is government secretly cutting social sector budget bypassing parliament?

NEW DELHI: Peoples’ movements across sectors came together to protest against the “undemocratic manner” in which the government was slashing social sector budgets. They questioned the right of the executive or individual ministries to cut the budget allocation “in a surreptitious manner” for any social sector without informing Parliament when the allocation itself was passed by Parliament after much public debate.

There have been reports in the media that the government is slashing social sector allocation, in some sectors like health, by as much as Rs 7,000 crore, to meet the fiscal deficit target for this year. In budgetary classification social sector usually refers to sectors pertaining to health, nutrition, drinking water, sanitation, housing, social security for unorganized workers and underprivileged and so on.

“If the decision on how much to allocate is done through Parliament, how can you decide on cuts without going to Parliament? They are completely bypassing Parlaiment and the people of this country. Thus it is an attack on democracy,” explained Prof. Jayati Ghosh of the Centre for Economic Studies and Planning (CESP), JNU.

“Let the government put its decision to cut allocation in the public domain and let the people discuss and decide. Already the allocation for social sectors in the current budget has been kept stagnant or been reduced. Considering inflation, if allocation has been kept stagnant it means it has reduced. The government talks about Swachh Bharat but cuts allocation for sanitation. It makes no sense,” said Nikhil Dey of Jan Awaaz.

Prabhat Patnaik, professor emeritus CESP, JNU pointed out how the allocation for NREGA in the current budget, Rs 34,000 crore, which seemed to be the same as last year was actually a huge slash in allocation. “Even last year’s allocation was falling short as the government owed Rs 9,000 in outstanding wages. So this year the allocation should have been Rs 43,000 crore to meet demands at the same level as last year, plus another Rs 9,000 core for the pending wages. Hence the allocation should have been Rs 52,000 crore or Rs 18,000 crore more than what has been allocated,” explained Prof Patnaik.

“The idea that we need to slash budgets to maintain fiscal deficit to attract foreign investment is totally misplaced. An unhealthy, desperately poor, underfed population can only lead to social unrest and that would not attract any foreign investment,” explained Prof Ghosh.

“We were told that growth is a good thing. We are supposed to have 5% growth much higher that in most parts of the world. But we still see negative growth in expenditure in health and education. Then who is the growth benefitting? What is the rationale of this growth?” asked Prof Pattnaik.

“The allocations are no favour to the people. Every rupee of allocation for the social sector, and for schemes like midday meal, has been won by the people through intense struggle. So how can you decide in one shot to cut crores?” asked Dipa Sinha, activist with the right to food campaign

U-turn: BJP govt won’t make Netaji files public

NEW DELHI: The BJP-led government has declined to make public nearly 39 classified files on Netaji Subhas Chandra Bose in sharp contrast to the demands of disclosure raised by its senior leaders when in opposition.

In January, when the Lok Sabha election campaign was at its peak, the then BJP president Rajnath Singh, during a visit to Cuttack — the birthplace of Netaji — on the occasion of his 117th birth anniversary, had demanded that the UPA government make public the records related to the freedom fighter. Singh is now the home minister.

The Prime Minister’s Office (PMO) in a recent RTI reply accepted that there were 41 files related to Bose, of which two had been declassified, but refused to disclose them, taking a position similar to that of the erstwhile Congress-led UPA government.

“Disclosure of documents contained in these files would prejudicially affect relations with foreign countries. As such, these files are exempted from disclosure under Section 8(1)(a) read with Section 8(2) of the Right to Information Act,” the PMO said in its reply to RTI activist Subhash Agrawal.

Singh had claimed during the election campaign that there was larger public interest in the disclosure of the documents, but the PMO under Modi seems not to be in agreement as is evident from the reply which considered the larger public interest disclosure clause — Section 8(2) — of the RTI Act — but chose to withhold the documents

2014 on course to be hottest year ever recorded

In another chilling reminder that the Earth is heating up, data just released shows 2014 is on course to be the hottest year since global records began in 1880.

Temperatures analysed by the US’s Oceanic and Atmospheric Administration (NOAA) shows 2014 will beat 2010 as the hottest year on record even if global temperatures in November and December maintain their 21st century average.

The news is expected to lend urgency to global negotiations aimed at capping carbon emissions in the foreseeable future, which scientists say is the leading cause of global warming.

NOAA on Saturday released the global average temperature for October this year, showing it was the hottest October on record, with the average temperature 0.74 degrees Celsius higher the month’s average in the 20th century. This was the third consecutive month to shatter temperature records.

“The record high October temperature was driven by warmth across the globe over both the land and ocean and was fairly evenly distributed between the northern and southern hemispheres. The southern hemisphere was record warm overall…while the northern hemisphere was third warmest on record,” a NOAA release said.

The 10 warmest years on record have all come after 1997. The hottest single year till date was 2010, followed by 2005, 1998, 2003, and 2013.

NOAA’s analysis breaks down global temperatures into two categories — land and ocean — and then arrives at an average that includes both. The high temperatures in October were recorded across both land and sea.

The surface temperature on land approached an important scientific benchmark. It was almost 2 degrees Celsius higher than the 20th century average for October of 9.3 degrees.

Scientists have long predicted that a change in global average temperature of just 2 to 3 degrees higher could spell disaster for the planet, contributing to catastrophic storms, sea level rise, dangerous storm surges and melting polar ice.

According to the non-binding international agreement on climate change — the Copenhagen Accord, reached in 2009 — any temperature increase above the 2 degree Celsius mark is “dangerous.”

NOAA said the ocean temperatures were also the warmest on record in October. “Record warmth for the year-to-date was particularly notable across much of northern and western Europe, parts of Far East Russia, and large areas of the northeastern and western equatorial Pacific Ocean,” it said.

“It is also notable that record warmth was observed in at least some areas of every continent and major ocean basin around the world,” the agency said.

Of particular note, several countries have already seen an average temperature increase of more than 2 degrees Celsius in October 2014 compared to 20th century averages, including Australia, Germany, France, Switzerland and Sweden.

Teesside firefighters announce further strike action

Firefighters have announced a further 24-hour strike as a national row with the Government over pensions continues.

Members of the Fire Brigades Union will walk out on Tuesday, December 9, over a dispute surrounding pension arrangements between the Fire Brigade Union and the Government.

The union said that after three years of discussions, firefighters still faced a “stark” choice of being sacked or having their pension severely reduced.

It will be the latest action in almost a year-long dispute which saw four days of action in November.

Cleveland Fire Brigade were unavailable for comment yesterday, however, during previous strikes Cleveland Chief Fire officer Ian Hayton urged the public to take special precautions.

“While the industrial action is ongoing we will still be responding to 999 calls, but we are asking members of the public to take extra care,” he said.

“Fires can start for a variety of reasons from cooking being left unattended to electrical faults, the best advice we can give everyone is to have working smoke alarms in their home and to check them every week.

“Also ensuring your car is roadworthy and maintained at all times along with careful driving, which means driving to the conditions of the road and not the speed limits particularly when there is poor visibility, will greatly reduce the risk of an accident.

“During strike action we do find ourselves in an unusual situation where we must prioritise our calls for those who are most in need of our assistance.

“However, I must emphasise that you should still call 999 in an emergency so that an experienced control room operator can deal with your situation.”

Israeli forces detain 7 Palestinians in Hebron

HEBRON (Ma’an) – Israeli forces detained seven young Palestinian men from Surif town, Beit Ommar and the al-Fawwar refugee camp after raiding their houses in Hebron district on Sunday.

Israeli forces raided Surif northwest of Hebron, ransacked several houses and detained three Palestinians identified as Ahid Mohammed Othman Abu Fara, Ayman Mohammed Ali Baradeah, and Eid Husni Abu Rish, local sources said.

In al-Fawwar refugee camp, Israeli forces detained Faris Adil Titi, Yaman Khashan Omar and Ibrahim Yusuf al-Sarahin. Locals said Israeli troops raided the home of Mouhamed Fawzi Wawi and damaged the interior of the house.

Israeli forces raided the house of Fakhry Ikhlayyil in Beit Ummar early morning searching for his son Montaser, 23. Israeli forces forced the family members to lead them to Montaser’s place of work where he worked as a night watchman before they detained him, a spokesman for Beit Ummar local committee against the separation wall and settlements Mohammad Ayyad Awad said

Man hurled plastic ball into little boy’s face when he disobeyed order to shut a door

A released prisoner who terrorised his girlfriend and her young family has been banned from contacting them ever again.

The victim's relationship with Sean Tomes had a romantic beginning when they rekindled their childhood romance this summer.

The 29-year-old from Eston moved in with her, her baby and a two-year-old son in Middlesbrough.

But within a month he became violent.

Prosecutor Paul Newcombe told Teesside Crown Court today that Tomes grabbed her by the throat and pushed her onto a settee.

Two months later he hurled a plastic ball into the little boy’s face when he did not obey an order to shut a door.

The mother said that she was leaving and she began to gather her clothes and the children, but he raged at her driving her into the garden.

He grabbed her hair and dragged her back into the house, and she struck her arm on a wall as she tried to protect herself.

A neighbour heard her screaming “No, Sean” in a chilling episode of domestic violence that lasted an hour.

Mr Newcombe said that Tomes, who appeared in court via a video link with Holme House prison, Stockton, also yelled at her that he was going to set fire to the woman’s neighbour’s house.

Tomes had been jailed three times for battery and assault since 2008.

Mr Newcombe added: “The injured party speaks of the impact that it has had on her.

“She had been trying to end the relationship for some time and she is extremely nervous and anxious, and she is particularly worried what he will do when he is released from prison.

“Her little boy has suffered panic attacks.”

Kieron Rainey, defending, said that Tomes had not long been released from prison when he moved in with her and he had a good relationship with the children.

But he had a long-standing Subutex drugs habit, and he was asked to do jobs around the house which placed a strain on him, but it was no excuse.

Mr Rainey added: “He found himself extremely strained and his temper was frayed around the edges.

“It came to the point where they had arguments and he accepts that he went too far.”

Tomes was being prescribed methadone in prison to end his Subtex addiction, and if he could keep off drugs and alcohol on his release he had been promised a final chance by his mother, who was involved in child protection, and by the rest of his family.

The judge told him that the woman and her children had been very upset by his violence and outbursts.

Judge Howard Crowson said: “The two children were both very upset by it, and one of them being only two years old was faced with a very angry man who threw a ball into his face.

“If we meet again and you are violent towards another partner the sentence will be longer.”

Tomes, of Fabian Road, was jailed for 10 months and given an indefinite restraining order banning him from approaching within 100 metres of the family’s home.

He pleaded guilty to putting a person in fear of violence by harassment between April and August, and actual bodily harm assault on the boy on August 2.

Pictures: 'Fantastic reminder of Teesside's world-class skills' as boat launched on the Tees

Teesside's bygone reputation as a shipbuilding hub was revived when a vessel built in Middlesbrough was launched on the River Tees.

The Gracie Ava was launched on Saturday morning at Dawson's Wharf, Riverside Park in Middlesbrough.

The historic launch of Jalna Construction’s 14-metre long industrial boat at the weekend is the culmination of two years of skilled engineering work at the fabrication firm’s Riverside Park base.

Jalna Construction managing director Greg Horner, who named the boat The Gracie Ava after his four-year-old grandaughter said: “The project has been a labour of love for the past two years and whilst I’m proud to see it sail away, I’ll also miss seeing it evolve every day.

“I’m extremely proud of our whole workforce including my sons Richard and Tom and the hard work and dedication they have put into building and now launching The Gracie Ava.

“I’m sure my grandaughter will be as proud as I am.”

Following its launch, the boat set out for the Isle of Skye where it will be used for salmon net cleaning and fishing by its new owner Feorlig Marine.

Jalna non-executive director Gary Lumby added: “This is a fantastic reminder of the world-class engineering skills we have here and what they can achieve.”

The Gracie Ava project represented a diversion for Jalna from its core business of supplying fabrication and engineering services to the offshore wind, marine and construction sectors.

Despite building the ship between other contracts, the business is now considering making a second vessel on Teesside.

Research: UK Muslims face worst job discrimination

A new study has found that Muslims are facing the worst discrimination in their quest for jobs in the UK.

The report published by The Independent was based on a research conducted by Dr. Nabil Khattab and Professor Ron Johnston with data from the Office for National Statistics’ Labour Force Survey of more than half a million people.

The study says Muslim men are about 76 percent less lucky in their pursuit for a job compared to white, male British Christians with the same age and qualifications. The situation for Muslim women is almost as terrible. They are up to 65 percent less likely to find a job than white female Christians.

Focusing on 14 ethno-religious groups, the research has also found that the only group with better job opportunities compared to white British Christians is British Jews.

Abed Choudhury, from the London-based Islamic Human Rights Commission blames a government and media discourse for “fueling the negative conception of Muslims within wider society.”

In his exclusive interview with Press TV, Chaudry said the report shows “the institutionalization of the anti-Muslim hatred in the UK.”

“This can be directly linked to the government and the media discourse discussing Muslims’ loyalty and presenting Muslims as the other, as the fifth column and as a threat to the UK”, Choudhury concluded.

Five things parents need to know about dangers of children sharing 'intimate' pictures

A new campaign warning children and their parents about the dangers of sharing 'intimate' images has been launched by Cleveland Police.

The force has enlisted the help of head teachers across the area as they seek to detail the risks of sending the pictures via mobile phones or posting them on social media.

Detectives have been made aware of online sites containing still and moving images of, in some cases, underage children, apparently created with the consent of those pictured.

Here The Gazette lists five warnings from the campaign.

1. It is illegal for a person under the age of 18 to TAKE an indecent image of themselves

Det Ch Supt Darren Best said: "It is illegal for under-18s to take or share an “indecent” picture of themselves or to look at or share someone else's."

2. Indecent images DO NOT have to be naked pictures

"The internet is a public place and if people do something embarrassing or criminal on one of our high streets, they would expect people to see them and potentially for consequences to follow," Det Ch Supt Best added. "Exactly the same is true of the internet."

3. There are new laws on 'revenge porn'

New legislation means that people could face two years’ imprisonment for posting intimate images or moving footage of their former partner on social media or in text messages.

4. Protecting individuals whose pictures are published can be problematic

Det Sgt Iain Pearson said: "Many websites which feature intimate images are based overseas so it can often be very difficult to protect people or to follow up prosecutions."

5. Teesside youngsters have been caught up in this issue

“[Cleveland Police] has been contacted by over half a dozen young women and girls in recent months reporting that images of them were present on various sites, without their permission," Det Sgt Iain Pearson said.

*Advice has been uploaded to the Cleveland Police website here and young people and their parents or carers who are often uncertain or misinformed about the matter are invited to learn more about the issue, the law and how to protect themselves.

Park Hotel fight trial jury retires to consider its verdict

The jury in the Park Hotel violent disorder trial has retired to consider its verdict at Teesside Crown Court.

Eight people deny charges related to the brawl at the Linthorpe pub, shortly after which new dad Benji Bolsenbroek died.

The violence was described as "four minutes of total mayhem" by prosecutor Ian West.

Mr Bolsenbroek, 23, died in the early hours of October 6 last year, shortly after taking a taxi to James Cook University Hospital.

He had been out celebrating the birth of his five-day-old son Kianey when fighting started between his friends and family and another group.

Defendants charged with violent disorder, after an incident at The Park Hotel, Linthorpe on 6th Oct 2013

The four accused in Mr Bolsenbroek's group are Blaine McCarthy, 22, of Blackhall Sands, Acklam, Benjamin Jones, 24, of, Hesleden Avenue, Acklam, Justin Heward, 24, of Harrow Road, Linthorpe, and Cain Conroy, 37, of Slaley Close, New Marske.

The four accused in the other group are Paul Kime, 26, of Daleville Close, Beechwood, Michael Kime, 28, of Lambton Road, Grove Hill, Vicki Kilpatrick, 25, of Woodville Avenue, Beechwood and Anthony Conway, 24, of Barberry, Coulby Newham.

The prosecution does not seek to attribute responsibility for Mr Bolsenbroek’s death to any of the defendants.

Eight others have already pleaded guilty to charges of violent disorder.

View: Racist thug waves samurai sword in street and threatens to 'kill all Polish people'

A keen photographer captured these chilling moments when a racist thug brandished a fearsome samurai sword on his street.

Gareth Devlin - caught on camera as he stalked a Port Clarence street with a sword threatening to “kill all Polish people” - was jailed for five years today.

Teesside’s top judge congratulated and thanked the amateur photographer for securing vital evidence in his speedy snaps.

Devlin, 28, waved the sword in front of children on a summer’s afternoon, shattering residents’ peace as they enjoyed the World Cup.

Polish nationals had been drinking and chatting to their neighbours on Meadowdale Close on July 12.

Two hooded men - Devlin and 24-year-old Joseph Smithson - walked into the street and started trouble for no apparent reason.

“Come on,” shouted Devlin, sword in hand, prosecutor Paul Cleasby told Teesside Crown Court.

He told one Polish man “I will kill you” and raised the long sword.

As the resident turned to flee, Devlin struck out with the weapon, causing a wound to his back which later needed five stitches.

There were children in the street as the swordsman threatened to “kill all Polish people” and Smithson punched another innocent bystander.

Mr Cleasby added: “One of the witnesses, to their great credit, grabbed a camera.

“He was a keen photographer and he was able to take photographs of the assailants.

“That at the time proved to be the best evidence.

“Your Honour sees Gareth Devlin with a sword in his hand in broad daylight walking down the street.

“He has attempted to disguise himself with a hood over his face.”

Mr Cleasby said witnesses to the terrifying attack since left the area, making the photos even more crucial.

He added: “Were it not for his quick thinking and good work, the Crown would not have the case that they have.”

Devlin admitted wounding with intent to cause grievous bodily harm and possessing an offensive weapon.

Devlin and Smithson - who both lived a few streets away from the crime scene on Willow Terrace and Poplar Terrace respectively - admitted affray.

Devlin had 40 previous offences on his record, including four violent crimes.

He was sent to a young offenders’ institution in 2007 for having a home-made machete in a public place.

George Hazel-Owram, defending Devlin, said he showed remorse in his guilty plea at the first opportunity.

He said: “He knows that it’s a serious offence. He knows that the only outcome is an immediate custodial sentence.

"The only question is the length of it.

“Thankfully the injuries were not serious in the context of this offence.

“The wound was relatively minor and a full recovery was made. It was also a single blow.

“It’s his first offence of this nature. The other violence is relatively low level.

“He’s still a relatively young man. He has a partner. They are expecting a child in February.

“He knows that he will miss the first few years of that child’s life.”

Judge Simon Bourne-Arton QC, the Recorder of Middlesbrough, said: “You, Mr Devlin, took part in a very bad attack upon this Polish gentleman for reasons only you can understand.

“You know, and you’ve set out in your letter, that only a sentence of custody can be considered, and a lengthy sentence at that.”

He jailed Devlin for four years for the assault plus one year for having the “fearsome weapon”.

He told Smithson the time he had spent on remand - equal to an eight-month sentence - was enough custody for his crime.

Smithson was given a two-year community order with 120 hours’ unpaid work and a year’s supervision.

Cleveland Police receive complaint that Blackburn Rovers player was racially abused

Cleveland Police have received a complaint of racial abuse being directed at a Blackburn Rovers footballer at the Riverside.

A spokeswoman for the force has confirmed that it received a report from an individual at about 9.30pm on Saturday concerning Blackburn's game against Boro.

The complaint concerned racial abuse being directed at a Blackburn Rovers player by a small number of Middlesbrough fans.

Following the confirmation, a Boro spokesman said: “The club is aware of an allegation made following the Blackburn game and as is normal procedure we are working to further investigate the matter.

“Middlesbrough FC has a zero tolerance approach towards the alleged behaviour, takes matters such as this very seriously, and will take action in proven cases.”

Rovers scored a late equaliser on Saturday as the Championship game finished 1-1.

Boro's head coach Aitor Karanka was sent to the stands as it was claimed he had pushed fourth official David Coote.

The FA will assess referee Mark Clattenburg's post-match report before deciding whether Karanka will face any further punishment.

Xinjiang bans religion in govt buildings to curb unrest

BEIJING: China’s Xinjiang region has banned the practice of religion in government buildings and will fine those who use the Internet to ‘undermine national unity’, in a package of regulations aimed at combating separatism in the north-western province.

Deadly attacks attributed to ethnic Uighur separatists have left hundreds dead in Xinjiang and other parts of China in recent years.

The rules, passed by the standing committee of Xinjiang’s parliament on Friday, stipulate penalties of between 5,000 and 30,000 yuan ($4,884) for individuals who use the Internet, mobile phones or digital publishing to undermine national unity, social stability or incite ethnic hatred.

Equipment used in the offenses also can be confiscated, the official Xinhua News Agency reported on Sunday.

The regulations, which come into effect Jan. 1, also prohibit people from distributing and viewing videos about jihad, or holy war, religious extremism and terrorism in or outside religious venues, and requires religious leaders to report such activities to the local authorities and police, the China Daily reported at the weekend.

“An increasing number of problems involving religious affairs have emerged in Xinjiang,” said Ma Mingcheng, deputy director of the Xinjiang People’s Congress and director of its legislative affairs committee, according to the Chinese newspaper.

People will not be allowed to practice religion in government offices, public schools, businesses or institutions. Religious activities will have to take place in registered venues, the report said.

They also are prohibited from wearing or forcing others to wear clothes or logos associated with religious extremism, although the types of clothes and logos aren’t specified, the newspaper said.

The most recent example of violence in the restive province came on Friday.

Fifteen people were killed and 14 injured when a group in Shache county in Xinjiang threw explosives into a crowded street where vendors were selling food, Xinhua reported on Saturday.

In March, knife-wielding militants from Xinjiang killed 31 people and injured 141 at the Kunming railway station in southwest Yunnan province in what the government called a premeditated attack.

Match preview: Bolton v Boro U21s

Boro Under-21s make their long-awaited return to league action tonight as they travel to Bolton Wanderers (kick-off 7pm).

Paul Jenkins’ side haven’t kicked a ball in the Barclays Under-21 Premier League Second Division since October 31 when they were sunk by a last-gasp goal at Arsenal.

But after making progress in the Final Third Development League Cup and Under-21 Premier League Cup in recent weeks, Boro’s young guns head to the County Ground in good spirits.

A win could take Boro joint top of the division, and after playing all of the division’s top seven sides already, optimism is high that the team can go on another unbeaten run over the festive period.

Jenkins will be forced into a handful of changes once more after striker Bradley Fewster secured a season-long loan move to Preston North End last week.

The England Under-19s hotshot was an unused substitute for the Lilywhites at Yeovil Town on Saturday – but will be keen to develop and get some valuable first-team experience during his stay at Deepdale.

Fewster’s absence will be even tougher for Jenkins given that Under-21 regulars Bradley Halliday, Andy Halliday, Bryn Morris, Luke Williams and Emmanuel Ledesma are also out on loan.

Charlie Wyke, back at Rockliffe Park following a three-month spell at Hartlepool United, had a scan last week after picking up a knock while at Pools and looks set to miss out tonight.

That means Jenkins could hand the striking responsibility to Ryan Brobbel, Callum Cooke or the in-form Jordan Jones.

Meanwhile Boro’s Academy stars soared to the top of the Barclays Under-18 Premier League after a 2-1 win at Everton on Saturday.
